It’s an allergic condition, so you need to find out the trigger. Sometimes it’s what the animals are fed that the catfood is then made from - I think that’s why many cats are suddenly allergic to chicken nowadays.
Cortisone only manages symptoms.
I would certainly start with the programs suggested by admin but there’s an insect bites program that might help if the cause is fleas - and obviously dedicated flea eradication. Otherwise, experimenting with different foods might be the answer.
